The Single Window for Investments (VUI) is a tool for investors that simplifies the necessary procedures in order to start doing business in Uruguay.

It helps speed up and simplify procedures by involving the public sector needed in order to establish a business or to help one settle in Uruguay.

This is based on the successful experience of integrating trade procedures, which is carried out through the Single Window for Trade (VUCE).

Uruguay XXI and VUCE are in charge of implementing the project, which is supported by the Agency of Electronic Government and Information and Knowledge Society (Agesic).

FACILITATION:
Contribute to the facilitation of processes, reducing costs and time frames for the procedures.

COORDINATION:
Act as a coordinator to promote regulatory, process or technological changes for continuous improvement.

COOPERATION:
Cooperate with the creation of control capabilities in entities, sharing information harmoniously in order to make their management more efficient.

The implementation process of the VUI has two stages:

INFORMATIONAL WEBSITE

Provides guidance on the procedures and necessary requirements in order to start doing business and offers access to handle the procedures of each entity in a decentralized manner.

ELECTRONIC PLATFORM

Allows for the centralized management of all procedures, connecting and sharing information among the agencies involved.

REGULATIONS AND AGREEMENTS

Creation of the VUI

Pursuant to the Accountability Law No 20,075, Article 518 dated 10/18/2022, the Single Window for Investment was created. The following is the approved text:

“The Single Window for Investment (VUI) is hereby created, and it shall operate within the Institute for the Promotion of Investments and Exports of Goods and Services (Uruguay XXI), created by Article 202 of Law N° 16,735 of January 5, 1996.

Its main purpose will be to address and facilitate the completion of all processes and procedures required by and within the public agencies for the formal establishment, implementation and functioning of businesses in the Oriental Republic of Uruguay, which will be carried out through technological means and on a single platform.

The Executive Director of the Institute for the Promotion of Investment and Exports of Goods and Services (Uruguay XXI), in coordination with the Single Window for Trade (VUCE), will be in charge of implementing the VUI, in coordination with the pertinent public agencies and with technical support from the Agency of Electronic Government and Information and Knowledge Society.

The VUI may include in its processes the collection, as a levying agent, of the taxes required as part of the processes and procedures for the formal establishment of businesses in the Oriental Republic of Uruguay, and will transfer the resources to the applicable agencies. It may also establish fees to be paid by users for the services of the VUI, which shall be transferred to the Institute for the Promotion of Investment and Exports of Goods and Services (Uruguay XXI).”

Agreements

One of the main pillars of the Single Window for Investment (VUI) is the coordination between different stakeholders in the investment community. Due to the fact that this is a long-term process, it requires perseverance, and it is necessary to establish policies, mechanisms and dynamics that will ensure drive, commitment and active participation by all parties.

The creation of the VUI aims to contribute to the efficiency and transparency of the government, as well as to the competitiveness of the country. In order to achieve the proposed goals, it is a very useful instrument of collaboration, coordination and mutual support. In this framework, we have signed the following inter institutional cooperation agreements:

AGESIC – Uruguay XXI – VUCE. Signed on 08/09/2023.
BCU – VUCE – VUI. Signed on 06/17/2024.
