Start doing business in Uruguay​

If construction work, renovations or expansions of a facility, warehouse or commercial premise is needed, then it is mandatory to obtain a Construction Permit, whereby the investor must request authorization issued by the local government office where the work will be done, as well as getting in touch with other agencies to register, legalize and close the construction work.

Permitting steps

The Affidavit of urban characterization (DJCU) is the declaration of existing works in the registry, so they can be evaluated and added to the digital database. This gives us the Real Value of the work. Updating the cadastral records is a legal requirement. (Article 178 Law 17296, Decree 235/002 y Decreto 420/004).

This is the registration of any work, renovation, legalization or demolition in a registry under any kind of regime.

Related to the registration of private works by direct administration, i.e. where the owner, be it an individual or legal entity, is the administrator and directly manages and hires construction personnel. Encompasses new works as well as renovations, expansions or demolitions. This includes work carried out under different modalities such as Benevolent Labor, Self-construction, Mutual Aid and the company’s own personnel, where the owner must request the recognition of the modality by means of a petition after the work has been registered.
The authorization of fire protection measures before the National Fire Department (DNB), is a requirement for the use of any type of construction except those intended as a single-family dwelling. It is granted when the premise has the necessary fire protection elements.

The procedure must be carried out online exclusively by a technician registered with the National Fire Department (DNB).

The fire protection measures will be defined by the registered technician in charge, based on the characteristics of the construction to be authorized.

Projects requesting an exception to comply with any regulatory requirement and Special Projects will require a review by the DNB.

All other projects will be automatically approved based on the explicit declarations established in the regulations.

Registration before the National Fire Department
Those who meet the requirements established in the regulations may register with the DNB as a registered technician. See article 6 of Decree 184/2018.

The DNB will get in touch through the e-mail address entered in the application to continue with the compliance of the requirements.

Once the registration is approved, it is valid for life, unless the technician requests cancellation or is sanctioned in accordance with the provisions of the regulations.

The deadlines are established by the regulations, both for the issuance of the DNB as well as for the registered technicians to respond to any observations.

A phased plan can also be found. It consists of a phased certification where extensive deadlines are offered in order to install fire protection measures.

The cost of procedures before the Fire Department depends on the required project.

The cost of the registered technician represents private fees, it is not regulated by the DNB.

The cost of training is determined based on the type of location and level of training. The cost is per person.
